    2. being a Hong Kong resident holding a valid Hong Kong Identity Card ("HKIC") or EC issued by the Commissioner of Registration under the Registration of Persons Regulations, Cap. 177A, who has come to Hong Kong on Permit for Proceeding to Hong Kong and Macao (commonly known as "One Way Permit") or, who has valid permission to remain in Hong Kong as a dependant sponsored by 2(a) above; or
    3. being a Hong Kong resident holding a valid HKIC or EC issued by the Commissioner of Registration under the Registration of Persons Regulations, Cap. 177A, who has valid permission to remain in Hong Kong and not belonging to the types of persons referred to in 2(b) above; and
  3. not having permanently departed from Hong Kong nor having such intention.
Whether the person satisfying the above eligibility criteria will be disbursed with consumption vouchers in Phase II and the value of vouchers to be disbursed, depends on the category to which he/she belongs (i.e. the above criterion 2(a)/(b) or 2(c)) and whether he/she have been disbursed with consumption vouchers in Phase I. For those users who have chosen AlipayHK for receiving the consumptions vouchers in Phase I and II, all vouchers can be used together within the expiry dates.

New eligible registrants may receive consumption voucher(s) with total value of $5,000 or $10,000 by instalments according to their category. (Please click here to learn more about the eligibility criteria and voucher value.)

  If the total value of vouchers is $5000:
  • First consumption voucher ($2,000) will be disbursed on 7 August 2022 (valid until 28 February 2023)
  • Second consumption voucher ($3,000) will be disbursed on 1 October 2022 (valid until 28 February 2023)
 

If the total value of vouchers is $10000:

  • First consumption voucher ($3,000) will be disbursed on 7 August 2022 (valid until 30 April 2023)
  • Second consumption voucher ($3,000) will be disbursed on 1 October 2022 (valid until 30 April 2023)
  • Third consumption voucher ($4,000) will be disbursed on 1 December 2022 (valid until 30 April 2023)
  • First consumption voucher ($2,000) will be disbursed on 7 August 2022 (valid until 28 February 2023)
  • Second consumption voucher ($3,000) will be disbursed on 1 October 2022 (valid until 28 February 2023)

Users are required to register for another AlipayHK account and re-register for 2022 Consumption Voucher Scheme through the registration portal in the Consumption Voucher Scheme website.

The registration period for 2022 (Phase II) Consumption Voucher Scheme ("CVS") is from 23 June to 23 July 2022, i.e. around one month.

To minimise disputes and the risk of fraudulent use of personal data by other people, eligible persons are encouraged to register by themselves as far as possible. They should only ask their trusted relatives or friends to help them register if necessary. People may also visit one of the temporary service centres to register/amend their registration records through the electronic registration portal with the assistance of the centre staff.

Any person who discovers fraudulent use of his/her identity for registration/amending registration records should immediately contact the Consumption Voucher Scheme Secretariat by calling the Scheme hotline 18 5000. The Secretariat will, in the light of the circumstances of the case, take appropriate follow-up actions, including suspending the disbursement of consumption voucher to the SVF account specified by the registrant in the earlier successful registration/amendment of registration records and requesting the registrant concerned to contact the Secretariat for verification of identity. Registrants who think that there is fraudulent use of their personal data may also consider calling the Police for assistance.

In general, an SMS message will be sent to inform the new registrant of the registration result around one week after submitting their registration.

In general, existing registrants without submitting any application for amendment of stored value facility account will be notified of the verification result by SMS message about one week after the registration period (i.e. after 23 July 2022).
Registrants who want to change their preferred stored value facility ("SVF") for receiving vouchers in Phase II or amend other registration records may submit application electronically through the registration portal in the Consumption Voucher Scheme website or by going to any of the temporary service centres during the registration period (23 June to 23 July 2022). In general, an SMS notification will be sent to inform the registrant of the relevant result around one week after submitting the application. Please note that under normal circumstances, registrants are only allowed to amend records related to the SVF once. Any subsequent request for amendment submitted after the first successful amendment of registered SVF records will be regarded as duplicated application and will not be further processed. Each SVF account can only be registered once under 2022 Consumption Voucher Scheme. After changing the stored value instrument, the 2022 Consumption Voucher (Phase I)and the 2022 Consumption Voucher (Phase II) cannot be used together.   For verifying a registrant's eligibility, the government has appointed Deloitte Touche Tohmatsu as contractor to conduct random checks on whether selected registrants satisfy the requirement related to permanent departure from Hong Kong. Upon receipt of an SMS notification sent by the contractor via the designated telephone number, selected registrants have to provide documents to prove that they satisfy the eligibility criteria. As it takes time for the verification process, the disbursement of consumption voucher(s) for some selected registrants may be affected.
(1) Users who chose to receive consumption vouchers through AlipayHK will see "No registration required" displayed on the top of the "Specific Identification" section on the AlipayHK homepage, which means no re-registration is required. The Government will use their existing registration records to verify their eligibility. Eligible existing registrants will receive $5,000 consumption voucher by instalments under the same AlipayHK account. (2) If "No registration required" is not displayed, please confirm whether you have used other AlipayHK accounts to register.
